Default High and low speed vibration problem...

I'm having a hard time finding this vibration that is almost a wobble. got a 97 civic dx. I have replaced wheel bearings on the passenger side. The car makes a slight grinding noise when turning left slowly, like a wah wah wah wah sound. from 25 mph to 65 mph i have a vibration that turns into a wobble then goes away at 70+mph. The sound rarely happens. The wheel bearings are fine on the driver side. I can't afford to go through anymore guess and replace cycles. I have new tires, I am getting them re-balanced right now, but I'm sure that is not the problem. Can cv axle cause this much of a vibration slash wobble? I do not specifically feel it in the steering wheel. Could bad rear brakes cause this problem? thanks
